National Youth Service Corps and Other MDAs Allocate N1.41bn for Insurance Premiums in 2025 Federal Budget

The National Youth Service Corps (NYSC) and 14 other government agencies have earmarked an estimated N1.41 billion for insurance premiums in the proposed 2025 budget submitted by President Bola Tinubu. This substantial allocation underscores the increasing emphasis on risk management and protection for government assets and personnel in the coming year.

A review of the budget breakdown reveals that the NYSC alone accounts for N1.25 billion of this allocation, marking it as the most significant contributor within this category. Other agencies with substantial provisions include the Ministry of Youth Development, which has allocated N10 million, and the Ministry of Environment, budgeting around N9 million for their respective insurance needs. Smaller allocations, like N3 million by the Office of the Senior Special Assistant to the President on Millennium Development Goals (MDGs), reflect a widespread commitment across diverse sectors.

The insurance premium allocations cover a wide range of needs, from health and life insurance to vehicle and property insurance. Agencies like the National Senior Citizens Centre, the National Commission for Persons with Disabilities, and the National Oil Spill Detection and Response Agency have each reserved funds for critical risk coverage. Allocations also extend to the forestry and environmental sectors, with entities like the Forestry Research Institute of Ibadan and the Gashaka Gumti National Park including insurance in their financial plans.

Health-related organizations are also prioritizing risk management, with the National Hospital budgeting N10 million, while the National Institute for Cancer Research and Treatment has planned for N20 million. Meanwhile, the Federal Medical Centre in Wase, Plateau State, has set aside N30 million for its insurance coverage. These allocations ensure continued financial protection for critical infrastructure, personnel, and services.

In addition to agency-level premiums, the budget outlines service-wide votes, including a significant N12.42 billion provision for insuring Federal Government-sensitive assets. This broader coverage reinforces the administration’s commitment to safeguarding public resources in alignment with its fiscal responsibility goals.

The proposed 2025 budget, themed the “Budget of Restoration: Securing Peace, Rebuilding Prosperity,” reflects the federal government’s revenue projection of N36.35 trillion. The revenue plan is built on improved tax collection, non-oil income, and projected oil revenues based on a $75 per barrel crude oil benchmark and an exchange rate of N1,500 per dollar. Total expenditures are projected at N49.7 trillion, with a fiscal deficit of N13.39 trillion, which will be funded through a mix of domestic and external borrowing, as well as innovative public-private partnerships.

President Tinubu emphasized that the 2025 budget aims to balance significant sectoral allocations with economic stability and growth. The increased focus on insurance as part of the government’s fiscal strategy reflects a broader recognition of the role of risk management in achieving these objectives.

This progressive approach not only enhances accountability but also ensures that public resources are better protected against unforeseen risks, supporting the overarching goal of sustainable development and economic recovery for Nigeria.
